区域重大战略与国土空间协同 ———基于京津冀协同发展战略的实证研究

摘要:

本文使用土地交易和工商企业数据,从供需双重维度分析京津冀协同发展对国土空间协同的影响。研究发现:北京从供需两端引领国土空间协同;河北与北京功能互补性强,但发展短板导致协同阻塞;天津协同动力有限,存在角色“失位”。供给端,三地在交界地带布局公共服务用地带动空间协同,但存在向内部转移高技术用地的倾向;需求端,协同战略实施抑制了区外购地,促进了交界购地行为,其中国有企业空间协同作用明显,但市场力量有待提升。未来应立足区域重大战略,找准功能定位推动国土空间协同深化,发挥政府与市场作用,推动协同水平提升。

Abstract:

Through the analysis of micro-level land transaction and commercial enterprise data, we examine the impact of the Coordinated Development of the Beijing-Tianjin-Hebei Region strategy on national land spatial coordination from both supply and demand perspectives. We find that Beijing leads national land spatial coordination from both ends of supply and demand; Hebei and Beijing have strong complementarities, but the shortcomings in development of the former have caused a blockage in coordination; Tianjin is “dislocated” for its role, with the limited driving force for coordination. On the supply side, the three regions promote spatial coordination by laying out public service land in the border areas, but there is a tendency to transfer high-tech industry land to the interior. On the demand side, coordination strategies have suppressed off-site land purchasing while promoting border area land purchasing. In the coordination process, state-owned enterprises prove pivotal in promoting spatial coordination, but there is still room for the market forces to play a bigger role. We conclude that we should drive regional development by facilitating national land spatial coordination and giving play to the roles of both the government and the market, based on Major Regional Development Strategies and accurate function orientation.
