Abstract:

Cultivating new quality productive forces hinges on achieving revolutionary technological breakthroughs and fostering the innovative allocation of production factors. Against the institutional background of the establishment of National New Generation Artificial Intelligence Innovation Development Pilot Zones, this paper examines the internal mechanisms through which artificial intelligence is embedded in firms' technological innovation. Research indicates that this policy promotes the innovative allocation of key production factors and enhances corporate technological innovation levels through talent empowerment, knowledge diversification, and technology-driven mechanisms. Heterogeneity analysis further shows that this policy generates stronger innovation incentives for firms lacking "superstar inventors", possessing advantages in knowledge accumulation, and operating at a larger scale. In addition, the establishment of Artificial Intelligence pilot zones significantly increases firms' innovation investment, reduces R&D uncertainty, and improves R&D efficiency.
