Abstract:

This paper integrates the exogenous shocks from the 'National Pilot Policy of Information Benefiting the People' policy with CFPS microdata and employs the difference-in-differences method to conduct empirical tests that explore the effects and mechanisms of digital governance on social mobility. The findings indicate that digital governance can enhance social mobility by improving resource allocation efficiency and residents' perceptions of fairness. Further analysis reveals that digital governance effectively mitigates the correlation between parental occupational class, family social networks, and social mobility, while strengthening the correlation between regional investment in education, employment absorption capacity, and social mobility. These findings provide policy implications for better promoting the construction of a digital China, enhancing social mobility, and fostering equity of opportunity in social development.
