Abstract: The coordinated advancement of new-type industrialization ,new-type urbanization,and comprehensiverural revitalization is a core pathway to achieving, Chinese-style modernization and common prosperity. However, the implementation of these three strategies is hampered by significant negative externalities and challenges arising from their heterogeneity, which constrain their synergy. To address these issues, this paper starts from real-world governance problems, an.alvzes the theoretical, historical. and practical logic of these strategies, constructs a synergistic development framework o“ element-industry-space-goverance”. It also defines key socio-economic indicators for measuring the level of this syner.gy. 'urthermore, through in-depth analysis of comparative case studies. the study validates the framework's explanatorpower, explores mechanisms for policy innovation, and reveals diverse pathways for synergistic development, thereby offer.ing policy insights for promoting urban-rural integration and the comprehensive advancement of Chinese modernization.
