摘要: 本文将人口结构因素引入两部门新古典非平衡增长模型,理论论证了人口结构老化通过需求转移机制对产业结构服务化转型及经济“结构性减速”的影响。基于2003—2020年中国287个地级及以上城市面板数据的实证研究表明,城市常住人口中65岁及以上人口占比每提高1%,产业结构服务化程度将提高0.025个单位,导致人均实际GDP增长率降低0.445个百分点。分离出不同人口结构因素的影响后发现,城市户籍人口老龄化同样通过推动产业结构服务化转型导致经济减速;人口流入则能延缓城市产业结构服务化进程从而促进其经济增长,并对户籍人口老龄化的产业结构服务化转型及经济减速影响存在一定稀释效应。进一步分析表明,服务业生产率增速的持续提升及其内部生活性服务业向生产性服务业的转型升级,有助于削弱产业结构服务化转型的“结构性减速”影响;加快促进人力资本积累,以此实现“人口红利”向“人才红利”的转变,亦能缓解人口结构老化对经济增长的负向影响。本文研究结论可为中国顺应当前人口结构变迁趋势、推动经济产业转型发展提供一定经验借鉴。

Abstract: This article introduces population structure factors into a two-sector neoclassical non-balanced growth model, and theoretically demonstrates the impact of ageing population structure on the transformation of industrial structure to service-oriented and economic “structural deceleration” through the mechanism of demand transfer. Secondly, empirical research based on panel data from 287 prefecture level and above cities in China from 2003 to 2020 shows that for every 1% increase in the proportion of urban residents aged 65 and above, the degree of industrial structure servitization will increase by 0.025 units, leading to a decrease of 0.445 percentage points in the growth rate of per capita real GDP. After decomposing the effects of different demographic factors, we find that the aging of the urban registered residence population also leads to economic slowdown by promoting the service-oriented transformation of industrial structure; population inflow can slow down the process of service-oriented transformation of urban industrial structure, thereby promoting its economic growth, and has a certain diluting effect on the impact of the service-oriented transformation of industrial structure and economic slowdown caused by the aging of the registered residence population. Further analysis also shows that the sustained improvement of productivity growth in the service industry and the transformation and upgrading of the internal life service industry to productive service industry can help weaken the “structural slowdown” impact of the service-oriented transformation of the industrial structure; and accelerate the accumulation of human capital to achieve the transformation from “population dividend” to “talent dividend”, which can also alleviate the negative impact of population aging on economic growth.
