摘要: 本文以农村低收入群体为研究对象,分析数字乡村建设对低收入群体收入流动性的影响效应和作用机制,并以中国家庭追踪调查( CFPS)数据匹配北京大学县域数字乡村指数进行了验证。结果表明,数字乡村建设显著提高了农村低收入群体向上流动的概率。提升数字技能水平拓展经济活动机会和提高农业生产效率,是数字乡村建设提高农村低收入群体收入流动性的主要作用机制。但这一影响具有明显的区域不平衡性,数字乡村建设对东部地区农村低收入群体收入阶层的提升作用大于中西部:在数字基础设施相对落后的非宽带示范城市,数字乡村建设更能发挥对低收入群体向上流动的促进作用。就低收入群体自身而言,数字乡村建设对高学历、高数字技术水平家庭收入流动的影响更大。本研究提供了数字乡村建设影响居民收入分配格局的经验证据为进一步扩大中等收入群体、改善居民收入分配格局提供了借鉴。

Abstract:

This paper focuses on rural low-income groups, analyzes the impact and the mechanisms of digital village construction on the income mobility of low-income groups, and verifies it using data from the China Family Panel Studies (CFPS) matched with the Peking University Digital Rural Index at the county level. The results show that digital village construction significantly increases the probability of upward mobility for rural low-income groups. Improving the digital skills of rural low-income groups, expanding economic activity opportunities, and enhancing agricultural production efficiency are the main mechanisms through which digital rural construction enhances the income mobility of rural low-income groups. However, this impact exhibits significant regional imbalance, with a greater effect on improving the income class of rural low-income groups in the eastern region than in the central and western regions. In non-broadband pilot cities where digital infrastructure is relatively underdeveloped, digital rural construction can better promote the upward mobility of low-income groups. For low-income groups themselves, digital rural construction has a greater impact on the income mobility of families with higher education levels and higher digital skill levels. This study provides empirical evidence of the impact of digital rural construction on residents’ income distribution pattern, offering a reference for further expanding the middle-income group and improving the residents’ income distribution patterns.
