中国应对科技战的政治经济学分析—基于中国与日本的比较

摘要:

在国家崛起的过程中,中国和日本均曾遭遇到来自美国的科技制裁。两国同为当时亚洲第一大经济体和贸易国,但在科技战中却有着迥然不同的表现。中国不但并未像日本那样陷入“失去的三十年”,反而逐渐在制裁中实现了多领域的科技自立 自强。中国的高新产业为何屹立不倒? 基于政治经济学的研究视角可以发现,健全科技领域的新型举国体制、夯实党对金融工作的集中统一领导、构建新发展格局、推动国家安全体系的现代化建设等举措是其中的关键,令中国可以有效应对来自供应链、金融市场和意识形态等领域的外部冲击,而这些举措的提出亦是中国特色社会主义制度优势的体现。未来,在可以预见的科技战常态化的趋势下,应当着力在技术、资本、市场三个维度协同发力,继续推动中国高新产业行稳致远。

Abstract:

During the process of national rise, both China and Japan have faced technological sanctions from the United States. China and Japan were both the largest economies and trading nations in Asia at that time,but they had vastly different performances in the tech war. China not only did not fall into the "lost thirty years"like Japan, but also gradually achieved technological self-reliance and self-improvement in multiple fields with sanctions. Why does China's high–tech industry stand firm? From the perspective of political economic research, it can be found that the key measures include improving the new national system in the field of science and technology, consolidating the centralized and unified leadership of the Party over financial work, building a new development pattern and promoting the modernization of the national security system. These measures enable China to effectively respond to external shocks from the supply chain, financial markets, and ideological fields. The proposal of these measures also reflects the advantages of the socialist system with Chinese characteristics. In the foreseeable trend of normalized technological warfare in the future, efforts should be made to coordinate efforts in the three dimensions of technology, capital, and market, and continue to promote the stable and far-reaching development of China's high-tech industry.
