Center Cities’ Technological Innovation and the Development of Modern Industrial Systems in Urban Clusters: A Knowledge Spillover Economics Perspective

摘要: 城市群内部城市在地理上邻近中心城市的科技创新知识池,这一地理区位优势能否有效转化为推动其现代化产业体系建设的动力?本文基于知识溢出经济学理论框架,探究中心城市科技创新对城市群现代化产业体系建设的影响。研究发现,中心城市科技创新的知识溢出效应能推进城市间的技术转移和技术合作,改善城市群内部的技术发展不平衡和缓解技术刚性困境,进而推动城市群非中心城市现代化产业体系建设,且主要体现在优化提升发展梯度与内陆型国家战略布局的城市群。完善数字基础设施建设、健全知识产权司法保护、增强政府创新偏好和提升财政分权程度将有效地强化中心城市科技创新的积极作用。研究结论在实践上为政府部门推动创新驱动发展战略提供了有益启示。

Abstract: Can the geographical proximity of cities within a urban cluster to the knowledge pool of technological innovation in the central city effectively translate into a driving force for advancing their modern industrial systems? This study empirically examines the impact of technological innovation in central cities on the development of modern industrial systems in city clusters, grounded in the theoretical framework of knowledge spillover economics. Evidence reveals that knowledge spillovers from central cities’ technological innovation accelerate inter-city technology transfer and collaboration, mitigate technological development imbalances within the cluster, and alleviate technological rigidity constraints. Consequently, this drives the modernization of industrial systems in non-central cities, particularly within clusters characterized by optimized development gradients and those aligned with the inland-oriented national strategy. Enhancing digital infrastructure, strengthening judicial protection of intellectual property rights, increasing government innovation preferences, and elevating fiscal decentralization levels can effectively amplify the positive effects of central cities’ technological innovation. These findings offer practical insights for government departments in advancing innovation-driven development strategies.
