市场公平竞争、地方目标约束与政府异地采购——基于跨省和跨市双重视角

摘要: 政府异地采购是跨区域贸易的重要实现形式,对建设统一大市场具有重要作用,但现有研究尚未关注市场竞争环境对政府异地采购的影响。本文根据2015—2022年中国政府采购数据,从跨省、跨市双重视角,检验市场公平竞争程度对政府异地采购的影响。研究发现,市场公平竞争可促进政府跨省采购,但对跨市采购无显著影响;该结论在解决内生性问题后仍然成立。同时,地方政府环境和经济增长目标约束会削弱市场公平竞争的促进作用。本文为理解政府跨区域交易提供了新视角,更揭示了维护市场竞争秩序对促进区际贸易自由化和市场一体化的重要意义,为新型要素市场化改革提供启示。

Abstract: As a vital mechanism for interregional trade, government cross-regional procurement plays a significant role in establishing a unified national market. However, limited research has explored how market competition environments influence this practice. Utilizing Chinese government procurement order data from 2015 to 2022, this study examines the impact of market competition fairness on cross-regional procurement through dual lenses of inter-provincial and intra-regional municipal transactions. The findings reveal that fair market competition significantly promotes inter-provincial procurement but shows no substantial effect on intra-provincial cross-city procurement. These conclusions remain robust after addressing endogeneity concerns. Further analysis demonstrates that local governments’ environmental objectives and economic growth target constraints weaken the positive correlation between market competition fairness and inter-provincial procurement. This research not only provides novel theoretical insights into government cross-regional trading behaviors but also elucidates the implementation pathways for breaking administrative barriers and refining competition policies to facilitate interregional trade liberalization and domestic market integration. The study offers critical implications for advancing factor marketization reforms in the new era.
