Abstract: Handling the relationship between “development-oriented” and “governance-oriented” reforms is vital for the smooth realization of the twin goals of development and stability, and for achieving the objectives of Chinese-style modernization. The current focus on the next steps of reform has attracted high attention. Looking back at the more than forty years of the reform journey, there have been two main threads: development-oriented reforms and governance-oriented reforms. The emphasis has shifted since 2013 due to different opportunities and challenges faced. For the next round of deepening reforms, we must both adhere to and innovate along these two threads: First, we must further energize the main thread of liberating and developing productivity, with a key focus on improving the efficiency of resource allocation and enhancing total factor productivity. Second, we must continuously advance the modernization of governance as a main thread, with a critical focus on balancing the rights, responsibilities, and interests of all parties, and improving the capability of collaborative governance under diverse and complex demands.
