党的十八大以来我国民营经济理论问题研究的回顾与评论

摘要:

改革开放以来,我国民营经济经历了由小到大、从弱到强的发展,并在中国经济奇迹创造中发挥了重要作用。然而,这一过程并非一帆风顺,而是贯穿着交锋争鸣、思想解放和理论创新。从“国进民退”争论到“私有制消灭论”“民营经济离场论”,再到“人民经济取代社会主义市场经济”的言论风波,党和国家不断探索社会主义市场经济发展道路,推动有效市场与有为政府的更好结合,促进民营经济的发展壮大。其间,民营经济的内在制度属性、公有制与多种所有制结构优化和国企混合所有制改革中民营企业的独特作用三个理论问题,以及营商环境、政府监管、政策连续性和可预期性三方面的重要问题引起了学术界的激烈讨论,对民营经济如何进一步发展尤其是高质量发展产生着重要的影响。本文对这些问题的争论作了比较全面的梳理,并给出了简要的评论。

Abstract:

Since the reform and opening up, the private economy has experienced development from small to large, from weak to strong, and has played an important role in the creation of the  “Chinese economic miracle”. However, this process was not smooth sailing but ran through conflicts and debates, ideological emancipation, and theoretical innovation. From the debate on “the state advances and the people retreat”, to the theory of the elimination of private ownership, the theory of the departure of the private economy, and then to the storm that the people's economy replaces the market economy, the party and the nation persist in their exploration of the path of the socialist market economy, striving to achieve a more harmonious fusion of efficient markets and proficient governance, ultimately fostering the advancement and expansion of the private sector. During this period, three theoretical issues: the inherent institutional attributes of the private economy, the optimization of public ownership and multiple ownership structures, and the unique role of private enterprises in the mixed ownership reform of state-owned enterprises, as well as the three aspects of the business environment, government supervision, and policy continuity and stability, have aroused intense discussions in academia have had an important impact on the high-quality development of the private economy.
